European premiere at RAR: BMW and Mini go through the "digital filter" before registration
Romania becomes the first country in Europe to implement an automated system for checking imported second-hand cars. Through a partnership between BMW Group and the Romanian Auto Registry (RAR), the “hunt” for hidden defects and unexecuted technical recalls moves to the digital environment.
Buying a used car from abroad has always been a mix of excitement and anxiety. We like to believe the story of the "grandma in Germany who only took it to the market", but the technical reality is often much more complex. Starting this year, at least for fans of the BMW and Mini brands, uncertainty is history.
The numbers that accelerated digitalization
The Romanian market has an obvious "weakness" for Bavarian engineering. Official data for 2025 shows record interest:
- 55,000 second-hand BMW and Mini units were imported into Romania.
- A 10% increase over the previous year.
- 300 cars checked daily, a titanic task for inspectors if the process remained exclusively manual.
How does "Instant Scan" work?
The collaboration between the two entities eliminates bureaucracy and human errors. When a customer presents himself at the RAR to issue the CIV (Vehicle Identity Card), the digital system automatically queries the BMW database.
What is checked in a few seconds?
- Open technical actions: If the car is subject to a global service recall.
- Safety history: If there are any components that require critical replacement to meet brand standards.
- Software compliance: Checking software versions that may influence emissions or active safety.
"It's a huge step towards transparency. Basically, authorities and customers find out in real time whether the car needs interventions before it is given the right to drive on our roads," explain sources within the project.

The biggest surprise for new BMW or Mini SH owners is the nature of these interventions. If the RAR system identifies an active recall campaign, repairs are carried out free of charge at any authorized service in the brand's network.
Moreover, the process has been adapted to the modern lifestyle. Customers can use the platform www.bmw-rar.ro or scan the QR codes present in RAR offices for appointments. In the spirit of efficiency, handing over the car to the service can be done without direct contact, 24/7, eliminating the stress of rigid appointments.
A model for the future
The success of this partnership is not just a victory for BMW owners. It serves as a “pilot project” and a model of best practices. RAR has already confirmed that it is in discussions to expand this automated verification system with other car manufacturers present in Romania.
